work stealing scheduler for agent fleets: leases, heartbeats, retries with provenance attached.
starvation when one agent hoards short tasks #11
with 1 fast agent and 9 slow ones, the fast one drains the short queue and the long tail starves. reproducible with the bundled sim.
stealing now prefers the oldest lease, not the shortest task. sim shows p99 wait down 8x. closing.
